Although the Government has promised to strive for carbon neutrality
by 2050, the organisations and the general public that will make the
reductions, or pay for offsets.

Slow Progress
The Government issued its climate plan targetting to lower
absolute emissions 20% by 2020 (with 2005 base year).
However, GHG emissions increased slightly in 2018, that means Hong Kong
is off target, only achieving a 7.3% reduction so far, see the
following chart (the 2020 GHG data will probably be published in 2022)
