Oversight of E&M Building Services Testing and Commissioning (CX)

Testing and Commissioning is an integral part of the construction process, culminating in with the final process, on the critical path, to ensure the completed systems installed in the building perform as intended providing comfort conditions for the occupants without wasting energy.

Testing occurs throughout the construction programme:

  • completed piping is pressure tested checking for leakage;
  • completed ductwork is pressure tested checking for leakage;
  • completed cabling is insulation tested checking for damage

  • Often in the rush for handover, finalizing the commissioning is overlooked, viewed as the obstacle to payment, as something that needs to be conducted swiftly as possible, with little knowledge of the long term impact on building operations.

    The works are tested and commissioned sequentially, step any step, so the next stage cannot start until its predecessors are complete. For example pumps can only be tested after the basic piping and electrical installations are complete.

    Properly conducted testing and commissioning ensures that the engineering systems operate as intended, creating comfortable environment for the occupants.

    Independent Oversight

    Kelcroft helps organisations by independently monitoring and validating the contractors commissioning activities, acting as the building owners independent eyes and ears for the process from initial planning through to testing and then commissioning fieldwork, and most importantly the documentation.

    Over time needs will change and evolve. However, the E&M systems and particularly the HVAC systems are often overlooked - its like running your car for thirty years without a tune-up.

    Re-Commissioning is the equivalent of that essential tune-up, lowering operating costs, recovering performance, improving comfort, and importantly rediscovering lost productivity.

    Kelcroft advises organisations how to get the most from their existing HVAC systems.

    With energy costs escalating saving energy is foremost in the minds of many building owners and facility managers.

    But the real question is how can energy be saved, and lower costs achieved without causing other problems? Where can an energy-saving project compete for the same limited dollars an owner has available? One answer may be retro-commissioning.

    Retro-commissioning is a systematic procedure to identifying operational and maintenance improvements for existing buildings and for ensuring their continued performance over time.

    Would you use your car for five years without periodic servicing? So why run a building that way?

    Retro-commissioning process intends not only to optimize how equipment and systems operate, but also to optimise how the all the various systems function together, including the building envelope in an operational setting.

    Although retro-commissioning may include recommendations for capital improvements, and diagnostic testing to optimise the energy efficiency operation of the E&M systems.

    Good reasons to recommend retro-commissioning process include:

  • Reducing energy and demand costs
  • Improving facility operation and maintenance
  • Bring equipment to its proper operational state
  • Increasing equipment life, lowering the total cost of ownership
  • Improving indoor air quality
  • Reducing complaints and increasing tenant satisfaction
  • Reduce staff time spent on emergency calls

  • Independent Validation

    Kelcroft helps organisations by independently monitoring and validating the contractors retro-commissioning activities, acting as independent eyes and ears for the building owner from planning retro-Commissioning, through fieldwork, to documentation.

    one reason Testing and Commissioning is never completed, testing during the early stages of works, during first fix, were missed, or overlooked, and now the work is completed those tests cannot be retrospectively completed.

    Another reason for problems is the commissioning specification itself, is often written with the intention to cover every eventuality, can be obstuse, for example requiring all motors to undergo testing with AC current at 50Hz, when some motors actually use DC current.

    Kelcroft has the neccessary knowledge, expertise, and experience covering a range of E&M, energy, and environmental systems thus understanding process required to undertake retro-commissioning oversight.
