Testing and Commissioning is an integral part of the construction process, culminating in with the final process, on the critical path, to ensure the completed systems installed in the building perform as intended providing comfort conditions for the occupants without wasting energy.

Testing occurs throughout the construction programme:

  • completed piping is pressure tested checking for leakage;
  • completed ductwork is pressure tested checking for leakage;
  • completed cabling is insulation tested checking for damage


  • Often in the rush for handover, finalizing the commissioning is overlooked, viewed as the obstacle to payment, as something that needs to be conducted swiftly as possible, with little knowledge of the long term impact on building operations.

    The works are tested and commissioned sequentially, step any step, so the next stage cannot start until its predecessors are complete. For example pumps can only be tested after the basic piping and electrical installations are complete.

    Another reason for problems is the commissioning specification itself, is often written with the intention to cover every eventuality, can be obstuse, for example requiring all motors to undergo testing with AC current at 50Hz, when some motors actually use DC current.
